China's first semiconductor lighting technology evaluation alliance was established in Beijing

Recently, the inaugural meeting of the Semiconductor Lighting Technology Evaluation Alliance was held in Beijing. According to the approval of the China Light Industry Federation's China Light Industry Federation Standard [2013] No. 192 document, China's first social organization in the field of semiconductor lighting technology evaluation was officially established.

　 　The Semiconductor Lighting Technology Evaluation Alliance was initiated by the China Association of Illuminating Electrical Appliances, the China Illuminating Engineering Society, China Quality Certification*, and the Beijing Electric Lighting Research Institute. To coordinate relevant domestic and international technical organizations and institutions, conduct basic research in the field of semiconductor lighting technology evaluation, and develop alliance technical specifications, including specifications and interfaces for semiconductor lighting-related products, the Alliance is a non-profit social organization established on the principles of "voluntariness, equality, and cooperation" by enterprises, institutions, universities, research institutes, industry associations, academic societies, standardization organizations, and testing and certification bodies registered on both sides of the Taiwan Strait and engaged in semiconductor lighting R&D, production, and application. The Alliance Secretariat is located at the Beijing Electric Lighting Research Institute.

　 　The alliance's inaugural meeting was attended by guests including Cha Changquan, Director of the Quality and Standards Department of the China Light Industry Federation; Xuhua, Division Director of the Quality and Standards Department of the China Light Industry Federation; Li, Deputy Director of the Second Industrial Standards Department of the Standardization Administration of the People's Republic of China; Li Chunjiang, Deputy Director of the Certification and Supervision Department of the China National Certification and Accreditation Administration; Xu Qiuyuan, Division Director of the Certification and Supervision Department of the China National Certification and Accreditation Administration; Hu Yan, Inspector of the Electronics Department of the Ministry of Industry and Information Technology; Gao Yanmin, Deputy Director of the Consumer Goods Department of the Ministry of Industry and Information Technology; Ren Aiguang, Division Director of the Electronics Department of the Ministry of Industry and Information Technology; Jiang Bingrong, Director of the Resource Conservation and Environmental Protection Department of the National Development and Reform Commission; Lv Fang, Executive Director of the China Project Office for the Phase-out of Incandescent Lamps and Accelerated Promotion of Energy-Saving Lamps of the National Development and Reform Commission; Song Xiangdong, Deputy Director of China Quality Certification; and Ge Yuncheng, Chief Engineer of Beijing Yiqing Holding Co., Ltd. Over 150 representatives from over 30 domestic research and testing institutions and over 100 semiconductor lighting companies attended the meeting.

　 　The meeting was chaired by Dou Linping, Secretary-General of the China Illuminating Engineering Society. Director Cha Changquan read the approval document for the establishment of the Semiconductor Lighting Technology Evaluation Alliance. Deputy Director Song Xiangdong briefed the attendees and corporate representatives on the alliance's background, overview, mission, and organizational structure. Deputy Directors Li Li, Li Chunjiang, and Gao Yanmin, Deputy Director of the Department of Engineering, delivered speeches and congratulated the alliance on its establishment. Deputy Director Li Li noted that my country is a major producer and user of LEDs, with significant interest in LED lighting both domestically and internationally, and active industry activity. As one of the key areas of work for the Standardization Administration of China (SAC), dedicated subgroups, expert groups, and working groups have been established to address LED lighting standards. It is hoped that the Alliance will actively pursue its goals and develop alliance specifications for related product specifications and interfaces, providing a reference for industry-wide standardization. Deputy Director Li Chunjiang stated that the establishment of the Alliance is crucial, injecting positive energy into the industry's development. While my country boasts numerous LED lighting-related enterprises and institutions and a wide variety of products, these products lack unified specifications and interoperability. After its establishment, the alliance should establish an information exchange platform to guide the further development of domestic semiconductor lighting technology and achieve standardization. Deputy Director Gao Yanmin stated that my country's comprehensive semiconductor lighting standardization system has been completed, encompassing 193 national and industry standards, 54 of which have been published, with the remainder under research and development. Standards are driven by market demand and industry development needs. The core of the Semiconductor Technology Evaluation Alliance is technology evaluation. Beyond form factor specifications and interfaces, the alliance recommends further standardization of semiconductor lighting performance. The alliance hopes to provide a technology evaluation service platform within the industry.

　　Subsequently, all members of the participating units reviewed and passed the "Semiconductor Lighting Technology Evaluation Alliance Charter" and other relevant rules and regulations, and elected members of the Semiconductor Lighting Technology Evaluation Alliance's presidium. The first presidium members of the alliance elected by all members include China Lighting Appliance Association (unit representative Chen Yansheng), China Illuminating Engineering Society (unit representative Dou Linping), China Quality Certification Association (unit representative Xing Heping), Beijing Electric Light Source Research Institute (unit representative Hua Shuming), Zhejiang Sunshine Lighting Appliance Group Co., Ltd. (unit representative Guan Yong), OPPLE Lighting Co., Ltd. (unit representative * Yaohai), Dongguan Kingsun Optoelectronics Co., Ltd. (unit representative Li Xuliang) and Everlight Electronics Co., Ltd. (Taiwan) (unit representative Xu Xichuan).

　　The presidium convened its first meeting, confirming that the China Lighting Industry Association and Zhejiang Sunshine Lighting Appliance Group Co., Ltd. would serve as rotating executive chairpersons for the first year. The meeting also discussed and finalized the alliance's strategic goals, tasks, and a preliminary plan for establishing a working group.

　 　On behalf of the presidium, Chen Yansheng, Vice President of the China Lighting Appliance Association and Executive Chairman of the Presidium, delivered a speech, explaining the origins of the Alliance and providing a comprehensive overview of the Alliance. Vice President Chen Yansheng noted that the semiconductor lighting industry has developed rapidly, but with both achievements and challenges. The primary mission of the Semiconductor Technology Evaluation Alliance is to standardize semiconductor lighting product interfaces, enhance product interchangeability, and develop Alliance specifications aligned with internationally recognized standards. He emphasized that the Alliance is not a lighting appliance standards committee and does not interfere with the standards development and revision work of standards committees. The Alliance will conduct its work in accordance with industry needs and its charter. He also expressed his hope that members and related organizations will actively support the Alliance's work and work together to promote the healthy development of the semiconductor lighting industry.
